Method
 

Preparation
  1. Preheat your oven to 350°F (175°C). Grease and flour a 9×13 inch baking pan or line it with parchment paper.
  2. In a large bowl, combine the melted butter and granulated sugar. Use a whisk to mix until smooth.
  3. Sift in cocoa powder, salt, and baking powder. Stir until everything is incorporated and chocolatey.
  4. Add in the vanilla extract, then introduce the eggs one at a time, mixing well after each addition.
  5. Gradually add the flour, stirring gently until no flour streaks remain. Fold in the chopped Oreos.
Baking
  1. Pour the brownie batter into the prepared baking pan and spread it evenly. Bake for 25-30 minutes or until a toothpick comes out mostly clean.
  2. Allow the brownies to cool completely in the pan before adding the fudge layer.
Fudge Layer
  1. In a mixing bowl, beat together the butter and powdered sugar until fluffy.
  2. Mix in the peanut butter, cocoa powder, milk, and vanilla extract until smooth.
  3. Fold in the chopped Reese's cups.
  4. Spread the fudge layer evenly over the cooled brownies. Sprinkle finely crushed Oreos on top.
Chilling and Serving
  1. Refrigerate for 1 hour to set, then cut into squares and serve.
