Preparation
  1. Preheat your oven to 375°F (190°C) and line a baking sheet with parchment paper.
  2. Layer thinly sliced roast beef and shredded cheese evenly across each tortilla.
  3. Rolling from the bottom up, gently fold in the sides and wrap the tortilla around the filling.
  4. Brush the top of each rolled tortilla with melted butter.
  5. Sprinkle garlic powder, onion powder, and parsley over the top.
Baking and Dipping Sauce Preparation
  1. Place the roll-ups on the prepared baking sheet and bake for 15-20 minutes until golden brown and the cheese is melted.
  2. In a saucepan, combine beef broth, Worcestershire sauce, soy sauce, garlic powder, onion powder, salt, and pepper, and simmer for 5-7 minutes.
  3. Serve the baked roll-ups warm with the dipping sauce.
