Method
 

Preparation
  1. In a skillet over medium heat, brown the ground meat and chopped onion together. Drain any excess fat.
  2. In a large crockpot, layer half of the chopped cabbage, followed by half of the browned meat mixture, and half of the uncooked rice.
  3. Pour half of the tomato sauce and diced tomatoes over the layered ingredients. Repeat with remaining cabbage, meat mixture, rice, and top with the rest of the sauce.
  4. Carefully pour the broth over the layers. Sprinkle with garlic powder, salt, and pepper.
Cooking
  1. Cover the crockpot and cook on low for 6-8 hours or on high for 3-4 hours until the cabbage and rice are tender.
